Operating PROCEDURES online (OPO)

The document is under continuous scrutiny and we are constantly working to improve the procedures for you.  We welcome ALL input and questions from our users!  To address the TEA request to upload certain Operating Procedures to the Legal Framework, we work with several Stetson Associates former Special Education Directors and are excited about the ability to assist you in this endeavor.  

The Operating Procedures© are designed to provide you with a clear, easy to follow reference to the Federal regulations, your corresponding State rules and most importantly, a sample of local procedures you may edit, customize and use to implement the Federal and State requirements.   Your sample of local implementation of the federal and state rules (local operating procedures) are easily apparent in blue italics.

Many of the special education programs in the State of Texas have purchased the Operating Procedures© including several Education Service Centers.  Thanks to input from the numerous Special Education Directors, the Operating Procedures continue to improve.  The original Texas Operating Guidelines© document was developed during the 1995-96 school year and until 2013 they were provided in print along with a CD.  The online version was made available in 2013.

We ADDED new "companion documents" in 2021 which align to the identical sequence of the Legal Framework to make linking simple.  The "companion documents" take the local blue italic procedures already embedded within your Sections 1 - 8 and duplicate them in the sequence of the Legal Framework.  Any edit you make is saved in all sections of your documents!!!  We look forward to serving you.

LEGISLATIVE SESSIONS

You will receive "EMAIL ALERTS" from us each session regarding bills that pertain to special education.  We will update the procedures and inform you.  YOU may then edit as you wish to fit your local district.

The Online Version is priced in two categories;  

1. NEW CLIENT purchases OR 

2. EXISTING - RECENT CLIENT purchases.  
(We have had our first price increase in over 10 years of service!)

1.  NEW CLIENTS are those districts, SSA or Charters who have not purchased since we came out with our ONLINE version in 2013.  Initial cost is $900.00 per 1000 special education students (see examples).  Annual renewal fee is a flat $750.00 if you wish to continue.  A renewal reminder will be emailed from Stetson and Associates, Inc.

Example:  If your district has less than 1000 special education students, your cost will be $900.00 for the first year and the annual renewal fee is a flat $750.00  regardless of the size of the district, SSA or Charter.  

Example:  If your district has 1000-1999 special education students, your cost will be $1800.00 for the first year with annual renewal a flat $750.00 regardless of size of the district, SSA or Charter.   

Example:  If your district has 2000-2999 special education students, your cost will be $2700.00 for the first year with annual renewal fee a flat $750.00 regardless of the size of the district, SSA or Charter.
